In Council 24th Apl 1778.
Sir
If you have engaged any of Capt Brison or Capt Adilon's
French Sailors shipped in their Ports, we desire you will
deliver them up again, for it appears to us from their Papers
that their Men are bound to perform the Voyage, and it ill
suits with the Promises of Friendship, Protection and Assist-
ance held out to Strangers to come amongst us, to strip them
of their Hands and defeat their Voyage.

In Council Annapolis 24th Apl 1778.
Sir
Capt Brison and Adilon of two French armed Vessels, have
complained to us, that their Hands, French Subjects, shipped
in Hispaniola and to return there again, are induced to enter
into the Service as Recruits and Substitutes. We are sorry
that after the Promises of good Usage held out to Strangers, to
come amongst us, our People should treat them so. Capt Brison
has shewed us his Commission and Articles, from whence we
collect the Men are to perform the Voyage and has thence
most clearly, a Power to compel them. We hope for the sake
of Justice and the Public Faith and Honor, that the Officers &
People will desist from stripping those Vessels of their Hands
and that if they do not, that you will not pass them, for they
are not Freemen to enter into a new Engagement directly
repugnant to that which already subsists.
