Resolved, That the appointing new officers here with Fees, with-
out the Consent of the People of this Province, or their Delegates in
Assembly, is illegal and oppressive
On Motion of a Member, ordered, that the Committee of Laws
prepare an Address to the Governor requesting him to order to be
laid before this House, Accounts properly authenticated, of the
Fourteen Pence Sterling p Tun on all shipping trading to this Pro-
vince to this Province, and not belonging thereto, and also of the
Twelve pence per Hogshead on all Tobacco exported, as collected
yearly by the several naval officers

An Ingrossed Bill entituled, An Act continuing An Act entituled,
An Act for the speedy Recovery of small Debts out of Court before
a single Justice of the Peace, was read and Assented to, and sent to
the Upper House, with the Paper Bill, by Maj. Hall and Mr Dennis
Majr Hall delivers Mr Speaker a Bill entituled An Act impower-
ing the Vestrymen and Church Wardens of Christ Church parish in
Calvert County to build a Chapel of Ease in the said Parish, and
to impower the Justices of said County, to levy on, the Taxable In-
habitants of the said parish, the sum of Eighty Thousand pounds of
Tobacco for the uses therein mentioned; which was read the first and
second Time by an especial order, passed, and sent to the Upper
House by Mr Brome and Mr Mackall.
The Bill entituled, An Act for erecting a County school in Wor-
cester County and Appointing Visitors for the same was read the
second Time, will Passed, and sent to the Upper House by Col.
Henry and Col. Scarborough
Mr Hammond, from the Committee of Laws delivers Mr Speaker
a Bill entituled, An Act for raising Sterling per Hogshead
on all Tobacco to be exported for purchasing Arms and Ammunition
for the Defence of this Province; which was read the first Time, and
ordered to lie on the Table.
Col. Henry from the Committee appointed to inspect the Accounts
and proceedings of the Commissrs of the paper Currancy office, de-
livers Mr Speaker the following report Viz. (See page 299)

Saturday Morning June 28. 1746
The House met according to adjournment, and the proceedings
of Yesterday were read. Col. Hall hath leave of the House to go
home. On reading the second Time the Bill entituled An Act for
raising Sterling per Hogshead on all Tobacco to be exported
for purchasing Arms and Ammunition; and for an immediate supply
