DELEGATE GRANT: I would also like to get the

Chair's assurance that it has not affected Section 4.37 of

the Transitory Provisions which provides that the General

4

Assembly shall prescribe by law a charter for the counties

5

which have not adopted a charter by a certain date.

THE PRESIDENT: No, because that charter will be

7

a general charter applicable to any counties. It is not a

8

law applicable to only one county.

it because it is fraught with so much difference. In

referenda on one class of laws only applicable to one county.
