THE PRESIDENT: On the white copy, this amendment

is on page 8, lines 7 and 16. There are two amendments

here.

The amendment offered by Delegate Koss, is it

seconded?

THE PRESIDENT: The two amendments are clarifying.

In line 20 the expression "the law of the General Assembly,"

11

the amendment would change it to read "a law enacted by the

12

General Assembly."

The amendment is in the second sentence. It

14

refers only to a law as the law referred to in the previous

15

sentence, "suspendible." That is not a word of art so there-

16

fore the second sentence would say, "If one-half the re-

17

quired signatures are filed 30 days after it becomes

18

law," strike the word "it" so it would read "the law if

19

suspendible."

The question arises on the adoption of Amendment

21
