THE PRESIDENT: The enabling act says the

Convention shall provide for it in the Constitution and in

two places it refers to the schedule as attached so we thought

it would be better to do it this way.

DELEGATE PENNIMAN: The line is line 39 on page

51. That would appear not to be correct. It might be line

39 on page 52 or it might be line 26 on page 51.

THE PRESIDENT: Are you referring to the blue

copy?

THE PRESIDENT: It is line 39 merely to indicate

it comes after the Constitution. It is not part of Section

10. It is just the concluding clause.
