THE PRESIDENT: The very efficient Secretary of

7

the Convention has just sent me a note that I am not only

8

anticipating the ratification by the people on May 14, but

9

I have already put it into effect.

Judge Murphy is chief judge and Judge Morton is

11

the associate judge of the Court of Special Appeals which

12

will not become the Intermediate Court of Appeals until

13

July 1st. (Laughter)
