believing that our new Constitution would be completed by

that date. Unfortunately, the third reader was approved

3

on one of these dates and I was not present to vote.

"Feeling so strongly that this proposed new

5

Maryland Constitution will be one of the great constitutions

6

written by any of the fifty states during the Twentieth

7

Century, I am anxious that the records show that had I been

8

here for the third reader, I would have voted in the

9

affirmative.

"Therefore, I would appreciate it greatly if this

11

letter could be a part of the record.

THE PRESIDENT: The state will be entered

14

into the Journal.

The next item on the Calendar is the introduction

and consideration of certain resolutions of appreciation.

There are a number of them.

The Chair recognizes Delegate James to move the

suspension of rules to permit the immediate consideration

20

of Resolution Nos. 54 to 61 inclusive omitting 55.
