This is an historic moment for Marylanders for

today we adopt a new Constitution — the first in one

hundred years. It is fitting that we pause for a moment to

reflect on what we have accomplished. Four months ago when
|
|

|
we began our task, we undertook to provide for the citizens
|
|
14
|
of Maryland a form of government that would have the
|
|
15
|
capacity to solve the problems forced upon us with increas-
|
|
16
|
ing intensity by the rapidly accelerating increase in our
|
|
17
|
population, an increase which threatens to engulf us with
|
|
18
|
its unprecedented demands for governmental services.
