a variety of stations of life, with varying philosophies,

but with a unanimous thought in mind — that all of us

5

would do that which was within our power to write the best

4

Constitution we could devise for Maryland.

5

Today we are signing a document — a good

6

document. It is not an ideal Constitution, for one simple

7

reason: There is no such thing as an ideal Constitution,

8

for they are written by human beings, with human frailties.

9

They are written by groups, so they must necessarily be

10

group thinking, and cannot represent all the ideas of a

11

single man. Each of us can find in this Constitution

12

something which he would wish were not there.

13

Far more important, each of us finds in this

14

document much that we believe to be very good, much that

15

will be of great benefit for our State and its people.

16

On that good we must stake our hopes.

17

There have been sharp differences on this floor,

18

yet we have been able to resolve those differences and find

19

in this document that which is acceptable to us, that

20

which we can recommend wholeheartedly to the people of

21

Maryland.
