NEWSPAPERS OF GENERAL CIRCULATION
As used in any law, ordinance, resolution, decree, or order of court the term "paper," "newspaper,"
"newspaper in general circulation," or "newspaper devoted to the dissemination of general news" is de-
fined specifically. It is a publication that (1) has at least four pages; (2) habitually contains news items,
legal and general intelligence, reports of current events, editorial comments, advertising matter, and
other miscellaneous information of public interest generally found in the ordinary newspaper; (3) is
published and distributed by sale at least weekly from an established place of business; (4) has general
circulation throughout the community in which it is published; and (5) is entitled to be entered as sec-
ond-class matter in the United States mail (Code 1957, Art. 1, sec. 28).
