Sec. 23. And be it enacted, That the President
of the said Commissioners shall, in virtue of his
office, have and exercise within the limits of said
town, all the jurisdiction and power of a Justice
of the Peace, except as to the recovery of small
debts; he may call on the officer of the village en-
trusted with the receipt and expenditure of public
money, for a statement of his accounts as often as
he shall think proper, he shall see that the ordi-
nances are faithfully executed, and report to the
Board of Commissioners at their stated meetings
the general state of the village, and may call
special meetings of the Commissioners whenever
he may see proper.

Sec. 24. And be it enacted, That the Board of
Commissioners of Mechanicstovvn, may at discre-
tion, levy upon the assessable property of the cor-
poration, one hundred dollars, and pay over to the
Commissioners, to aid in keeping the streets, as
part of the public roads, in good repair.

Sec. 25. And be it enacted, That if the inhabi-
tants of said village at any time, neglect to make
an election as herein directed, the power of electing
Commissioners shall not thereupon cease, but shall
continue as though such election had been made,
and the President and Commissioners for the time
being shall remain in office until such annual elec-
tion shall be held.

take effect from the date of its passage.
