1870.] OF THE HOUSE OF DELEGATES. 9.

The Special Committee appointed to prepare Rules for the
government of the House of Delegates, ask leave to report,
that they recommend the adoption of the Rules of the last
House of Delegates, with the following amendment: Strike
out in Rule 38, all after the word " mentioned," and insert
the following: shall be referred to a committee to report
thereon.

Which was adopted.

Mr. Gorman submitted the following order :

Oidered, That the Committee on Claims (when appointed)
pay to the officers of trie last House of Delegates, who have
officiated in the organization of the present House, five days'
per diem.

Which was read.

Mr. Beck submitted the following amendment:

Insert after the word "House." and before the word ''five,"
the words, and who have not been re-elected at the present
session.

Which was adopted.

Mr. Beck submitted the following amendment:
Strike mil the word " five," and insert the word eight.
Which was rejected.

Mr. Baldwin submitted the following amendment:

Strike out the word "five," and insert three.

Which was road.

On motion of Mr. Webb,

The vote, by which the amendment submitted by Mr. Beck

was adopted, was reconsidered.

The vote then recurring upon the amendment submitted by
Mr. Beck, it was rejected.

The ..question then recurring upon the order submitted by
Mr. Gorman , it was adopted.

Mr. Merrick submitted the following message :

BY THE HOUSE OF DELEGATES,
January 6, 1870.

Gentlemen of the Senate :

The House of Delegates has organized by the election of
the Hon. F; C. Latrobe, as Speaker, and the appointment of
Milton Y. Kidd, Esq., as Chief Clerk. We are now ready
to proceed with the business of the session, and propose, with
