there to be held, to the best of their knowledge and
understanding of tire law.
114. Said judges shall appoint two clerks for said
election, who shall, before they act, take an oath
that they will fairly and impartially perform the
duties of clerks of said election.
115. The election shall be opened at ten o'clock in
the morning, and be kept open until four in the
afternoon, and then closed; the judges shall have a
ballot-box containing a separate apartment for each
ward, marked in number corresponding with the
ward; when a person offers to vote he shall satisfy said
Judges of the number of the ward, of his residence
and of his qualifications to vote, and his ballot shall
contain the name of but one person for councilman
and be deposited by the judges in the apartment in
said ballot box corresponding in number with the
ward in which the voter resides, and the person hav-
ing received the highest number of votes cast in the
respective apartments in said ballot box, shall be de-
clared elected councilman, to serve for one year from
the day of election.
116. The judges shall, on the day of election, make
their return of said election to the Clerk of the Cir-
cuit Court for Washington county, who shall file the
same in Iris office, for which he shall receive from the
corporation of Hagerstown a similar fee for like
services rendered in other matters.
117. The corporation shall pay each officer of elec-
tion two dollars per day.
118. Each councilman, before he enters upon the
duties of his office, shall make oath before some
Justice of the Peace for Washington county that he
will faithfully and honestly, to the best of his skill
and judgment, perform the duties of councilman; and
three members shall constitute a quorum for business,
120. The Council shall meet at least four times a
year, on the third Monday in April, June, September
and December, and oftener if they deem it necessary
the Mayor when present shall preside at all meetings
