agers of the several institutions, herein mentioned, it shall become the
duty of the said respective boards to forthwith enter upon erection, con-
struction and equipment of said buildings, the contract for which to
be awarded to the lowest responsible bidder, after proper advertise-
ment.*

60. The treasurer of the State on the warrant of the comptroller,
shall pay the said sum or sums of money herein appropriated for the
objects and purposes herein specified, to or upon the order of the person
or persons, or body politic or corporate, to which they are respectively
entitled to receive, to wit: Springfield State Hospital at Sykesville, two
hundred and seventy thousand dollars ($270,000); Maryland Hospital
for the Insane at Catonsville, eighty thousand dollars ($80,000);
Maryland Asylum and Training School for Feeble Minded at Owings
Mills, one hundred and fifty thousand dollars ($150,000), and the
"Hospital for the Negro Insane of Maryland," one hundred thousand
dollars ($100,000).
This section is identical with art. 31, sec. 19.
*The act of 1910, ch. 250 (p. 234), provides for a loan of six hundred thousand
dollars, to be known as the Insane Hospital Loan, to be used for the erection of
additional buildings for various state Institutions, and for the purchase of land
for a hospital for negro Insane. The details of the loan are provided for, and
a state tax of one per cent, directed to be levied to meet the interest and create
a sinking fund. See art 31, sec. 14, et seq.
