mination of the cases of dependent, neglected or delinquent children as
provided in Section 49, or in any County where such assignment when
once made has been annulled, revoked or remains no longer in force for
any cause whatsoever; and in any such County the forms of commit-
ments by Justices of the Peace shall not be affected by anything in this
sub-title contained, but all such commitments in such Counties as would
have been good and valid before the passage of this sub-title shall be
taken and held good and valid, anything in this sub-title to the con-
trary notwithstanding.

61. The provisions of this sub-title shall be construed as conferring
additional and supplementary powers and jurisdiction on the Circuit
Courts for the several Counties, and not in substitution of or in conflict
with any other powers possessed by any of said Circuit Courts under
any.existing general or local laws.*

Minors Without Proper Care or Guardianship.

63. Any parent, guardian or person having the custody, control or
supervision of any child defined by the statutes of. this State as a minor
without proper care or guardianship, or any person who shall knowingly
or wilfully encourage, aid, cause, abet, or connive at such state of
absence of proper care or guardianship of a minor, or who shall know-
ingly or wilfully do any act or acts to directly produce, promote or con-
tribute to the conditions which render such child a minor without proper
care or guardianship, or who having the custody, control or supervision
of such child, shall wilfully neglect to do that which will directly tend
to prevent such a condition, or to remove the conditions that render
such a child a minor without proper care or guardianship shall be pro-
ceeded against as provided herein.

64. Any reputable person being a resident of the State of Mary-
land, having knowledge of a child in any County of said State or the
City of Baltimore, who appears to be a minor without proper care or
guardianship, and who is not an inmate of a State institution, or any
institution, incorporated under the laws of the State of Maryland for
the care and correction of children, or of any reform school or industrial
school for juvenile offenders, and having knowledge of the person or
persons responsible for or contributing to the condition of said child,
