the case in regard to any special act, ordinance or resolution adopted relat-
ing to loans passed before this Charter takes effect.
SECTION II. All laws and parts of laws in force when this Charter
takes effect, relating or applicable to the City of Baltimore or to the
Mayor and City Council of Baltimore and not included in this Charter,
and not inconsistent therewith and all ordinances, resolutions, rules and
regulations of the Mayor and City Council of Baltimore then in force
and not inconsistent with this Charter shall be and they are hereby con-
tinued until changed or repealed by the General Assembly of Maryland
or the Mayor and City Council of Baltimore, and all acts and parts of
acts passed at the session of the General Assembly of Maryland in the
year 1918, relating in whole or in part to the Mayor and City Council
of Baltimore or to the City of Baltimore or amending or adding to Article
4 of the Code of Public Local Laws as said Article existed before the
taking effect of this Charter, shall also take effect as if this Charter had
not been adopted and be and remain in full force until thereafter changed,
altered or repealed according to law.
SECTION III. All municipal officials of the City of Baltimore whether
by election or appointment holding office at the time of the taking effect
of this Charter shall continue to hold, exercise and discharge the duties
of their respective offices, until they shall be superseded under the pro-
vision of this Charter or until their successors shall be duly qualified and
nothing contained in this Charter shall be construed to interfere with the
continuity of the terms or tenure of any of said offices; nor shall a reap-
pointment or re-election of any of said officers be necessary in order to
secure the said continuity of their said terms and tenures of office unless
otherwise provided in this Charter.
SECTION IV. The provisions of this Charter, except as otherwise pro-
vided therein shall be applicable within the limits of any territory that
may be included within the boundaries of Baltimore City under the Act
of 1918, Chapter 82, of the General Assembly of Maryland, provided that
in the event of any conflict between the provisions of this Charter and the
provisions of said Act, the provisions of said Act shall prevail.

any official, officer, employee, agent or agency thereof, shall be required
or authorized under the provisions of any general or local law, or ordi-
nance, now in force or hereafter to be enacted or adopted, to publish a
notice of any description whatsoever in more than one newspaper, one of
such newspapers, in the discretion of the said municipal corporation, or
