83. He must not permit any prisoners to be together at any time,
without proper supervision of an officer.
84. He shall not encourage any espionage or tale-bearing among
the convicts.
85. He shall govern the institution by the weight of its authori-
ties, and the prisoners must be made to feel that the officers are en-
tirely cognizant of all their improper designs, and prepared to coun-
teract or prevent any effort on their part.

86. He may punish to the extent of thirteen lashes and ten days'
confinement on bread and water, and may authorize his deputies
and under officers to give from one to five lashes for infractions
of discipline, and he must present a record of punishments and
offences to the monthly meetings of the board, that they may judge of
the condition of the discipline, and he must particularly observe
that corporal punishment is resorted to as little as possible.

87. Neither the warden, nor any director, nor other person hav-
ing any official relation with the prison, shall receive any reward,
gift, or promise from any convict, or from any one in his behalf,

88. The warden shall have the superintendence of the financial
and manufacturing operations of the institution, and it shall be his
special duty to see that the clerk shall make regular and proper
entries of the receipts and disbursements thereof.

89. He shall weekly examine the cash and credit transactions of
the house; furnish the directors, at their monthly meetings, with a
statement of the month's operations, with the proper vouchers, who
shall approve or reject said accounts, and if necessary inquire into
the subject-matter.

90. He shall report to the board of directors any misconduct of
any officer of the house in reference to its commercial, financial, or
manufacturing affairs; and in his receipts and disbursements he
shall observe the following directions, namely: Each note shall be
indorsed by the clerk, and also by the warden, in countersign, before
the same may be negotiated; the warden at the time of such in-
dorsement shall see that each note is properly entered in the bill
