preside at all meetings of the council, and have the

same power of voting and taking part in all acts and

|
|
deliberations of the council as any member thereof.

SEC. 11. And be it enacted. That the mayor and
|
|
|
|
|
councilmen shall appoint and qualify a clerk, who
|
|
|
|
|
shall keep the minutes of their proceedings, which

SEC. 12. And be it enacted, That they shall annu-

ally, in the month of May, appoint a bailiff and

such police force as they may deem necessary for
|
|
|
|
|
said town, who, before entering upon the duties of
|
|
|

their office, shall make oath before the mayor and

best of their skill and judgment, without favor,

affection or prejudice; and the bailiff shall give

bond and security in such sum as the mayor and

councilmen may designate.

SEC 13. And be it enacted, That they may allow
|
|
|
|
|
their clerk, treasurer, bailiff and police, such reason-
|
|
|
|
|
able compensation for their services as they may

lars, and each councilman one and one-half dollars

per day for each day they may be in session or at-

|

tending to their public duties.

SEC. 14. And be it enacted, That the mayor and

|
|
|
|
councilmen shall pass such ordinances, not contrary
|
|
|
|
|
to law, as they may deem beneficial to the town ;
|
|
|
|
|
they shall have power to remove nuisances and
|
|
|
|
|
obstructions from the streets, lanes and alleys, and
|
|
|
|
|
from any lots adjoining thereto ; and also any houses
|
|
|
|
|
or other buildings that may become dangerous to

the neighborhood on any account ; and to prevent

and abate all nuisances and annoyances in said town ;

|
|

and may impose such reasonable fines, forfeitures or

imprisonments as to them may appear necessary,

for the violation of any ordinance of the said town.

SEC. 15. And be it enacted, That they may, from

time to time, cause an assessment to be made of all
