SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 57.
(House Bill 19)
AN ACT to facilitate the expansion and enlargement of the
park system in that portion of the Maryland-Washington
Metropolitan District lying within Montgomery County
by empowering the Maryland-National Capital Park and
Planning Commission for the greater welfare of the resi-
dents of Montgomery County, to take advantage of the
additional benefits accruing under the Act of the Congress
of the United State (Public Law No. 284—71st Congress)
approved May 29, 1930, popularly known as the Capper-
Cramton Act, as amended by Public Law No. 699—79th
Congress, approved August 8, 1946; to raise the limita-
tion on indebtedness imposed upon the Maryland-National
Capital Park and Planning Commission so as to enable
the Commission to finance the acquisition of additional
and needed park lands in that portion of the Maryland-
Washington Metropolitan District lying within Mont-
gomery" County by the borrowing of the necessary funds
for such acquisitions in accordance with the plan of co-
operation between the United States of America and the
State of Maryland outlined in the above mentioned Act
of Congress; to vest in the County Commissioners of
Montgomery County certain authority with respect to
commitments entered into by and between the Maryland-
National Capital Park and Planning Commission and the
United States of America or an agency thereof and with
respect to any obligations incurred by said Commission
pursuant to any such commitment; to provide for travel
allowances and stenographic assistance to the members
of the Commission from Montgomery County; and to re-
peal all laws or parts of laws inconsistent herewith.
SECTION 1. Be it enacted by the General Assembly of Mary-
land) That whenever the Maryland-National Capital Park
and Planning Commission shall elect to exercise the powers
conferred upon it by Section VI of Chapter 1008 of the
