tion to be known as Section 949A, and to follow immediately
after Section 949 of said Article, authorizing the State's
Attorney of Montgomery County to appoint a clerk and pre-
scribe his or her duties and compensation.

CHAPTER 19.
AN ACT to add four new sections to Article 23 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Wicomico County", sub-title "Salisbury", said new sections
to be known as Sections 312A to 312D, and to follow imme-
diately after Section 312 of said Article, relating to the
keepers of junk shops and yards, and second-hand dealers
and their employees, in the City of Salisbury, and prescrib-
ing a penalty for the violation thereof.

CHAPTER 20.
AN ACT to repeal and re-enact with amendments Section 15 of
Article 2B of the Annotated Code of Maryland (1935 Sup-
plement), title "Alcoholic Beverages", sub-title "Classes of
Licenses", to prohibit refunds on licenses for the sale of al-
coholic beverages in Cecil County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 15 of Article 2B of the Annotated Code of
Maryland (1935 Supplement), title "Alcoholic Beverages", sub-
title "Licenses", be and it is hereby repealed and re-enacted
with amendments, to read as follows:
15. License Fees—Refunds. When any licensee shall cease
to carry on the business for which a license has been obtained,
and shall surrender such license to the official issuing the
same, for cancellation, and shall make affidavit that he has
fully complied with all provisions of law and all regulations
during the time that such license has been in effect, and that
no indictment or complaint is pending against him in any
court of this State, or before any Board of License Commis-
sioners or the Bureau of Licenses, he shall be entitled to a
refund of the unearned portion of the fee paid for such license,
if provision therefor is made in Section 14 of this Article and
