DR. LOEVY: Every other county is handled indi-

vidually, so you really could take each individual county

Essentially if we adopted the status quo, we

would have a three-class system, really a two-class system,

a three-class system, one class would be your home rule

charter governments, one class would be your code counties,

19

and one class would be all the other rural counties. If

we made everybody have home rule, we would have a two-class

21
