written into the Constitution. It ought not be legis-

THE CHAIRMAN: Judge Carter, it was suggested

at Atlantic City that the Constitution provide that there

be districts but not attempt to pinpoint exactly what

the geographical districts would be in the Constitution.

in there to the effect that there should be provision

made on a territorial geographic basis indicating some
