qualifying phrase attached to the amendment, as the Legis-

Judicial Committee of the Senate, the matter of districts

was rather fully inquired into and approved. I think

yes. I don't know. Maybe if it is going to be a court

without maximum numbers, it might present a difficult
|

fact in the picture. I think there should be some safe-
|
|

|
guard in geographical limits in the section. I am not
|
|

prepared to suggest any particular language. I think
|

|
maybe the division as set forth in the amendment would be

|
a good beginning.
