Melvin, that we probably do not need to go into the

structure of every municipality and of every county, if

we can go into an analysis of the types of forms and

identify the various units of government under typed

categories. So that wo might not have to, if Harford

is one type, go into detail.

Let us say in Frederick County, which would ho

highly comparable, there is talk of a study in Frederick,
|
|

|
but none has been undertaken. However, I would not think
|
|

|
the structure is fundamentally different than Harford.
