SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 78B - Racing Commission

17.

(a) In addition to the licensing of racing, the Commission may issue licenses for
the holding of trotting and pacing meetings at which there may be offered stakes, purses
or awards, and at which there may be exercised pari-mutuel betting privileges, to not
more than three racing associations. The Commission shall have supervisory powers
over such meetings and those licensed in the same manner and to the same extent,
where not inappropriate, as it has by virtue of the provisions of this article over those
licensed under the provisions of §§ 7 and 15 of this article, provided, however, that
under this section not more than one license with pari-mutuel betting privileges shall be
issued in any county or in Baltimore City and that no such license shall be issued
hereafter in Carroll County, Dorchester County, Frederick County, Montgomery
County or Wicomico County.

(b) (5) (I) Each [such] licensee shall similarly pay a license fee of
twenty-five dollars ($25.00) for each day that races are held[, provided that the].

(II) THE Commission [shall] MAY NOT authorize [each]:

1. MAY NOT AUTHORIZE A licensee under this section to
conduct [not] more than [67] 260 days of racing; GR AND

2. MAY NOT AUTHORIZE MORE THAN 345 DAYS OF

RACING IN ANY CALENDAR YEAR FOR ALL LICENSEES LICENSED UNDER
THIS SECTION. [The Commission is authorized, in its discretion, on or before
December 1 of each year to award an additional 54 days for racing for the ensuing year
and for calendar year 1984 and all subsequent years to award an additional 90 days of
racing in addition to the days previously authorized.]

(III) The [additional] days OF RACING, whether awarded under this
subsection or under any other provision of this article, constitute a license of these days
to the tracks to which the days are awarded and do not provide any right of ownership
in the days to any track or any other person. [The Commission may approve agreements
permitting the running of up to 30 days awarded to any licensee at the track of another
licensee under this section, except that, if two licensees desire to run days of a licensee
having a total wager not in excess of $166,666.67 daily average on all races conducted by
it, the days shall be divided equally between them and run under identical terms and
conditions, and one-half of all revenues derived from these days by the licensee not
running the days shall be allocated to purse money at the next meeting at which days
are run by the licensee not running the days. The additional days of racing may be
awarded under such terms and conditions as the Commission may prescribe for any
substantial alterations, additions, changes, improvements, or major repairs to or upon
the property owned or leased by any licensee and used for the conduct of racing.
However, for calendar year 1984 and all subsequent years no more than 48 additional
days of racing may be awarded to any single licensee.]
