SEC. 9. And be it further enacted, That the Mayor
and Common Council may provide by ordinance for the
good government of the town preservation of peace and
good order therein, and prohibit all such business or
occupations within the corporation limits thereof as shall
in their opinion injuriously affect the sanitary condi-
tions thereof, and for securing to the residents of said town
all rights of persons and property to which they are by law
entitled, for the surveying, grading, paving, lighting, repair-
ing, draining, laying-out, extending, opening, closing, straight-
ening, or relocating any of the streets, side walks or alleys in
said town, and may condemn or purchase the right of way for
any street or alley which it may determine shall be opened for
the public good, the process of condemnation to conform so far
as may be to the condemnation of property for roadways by
the Commissioners of Prince Greorge's County, as authorized
by law for the removal of nuisances; for the removal of ob-
structions from streets, lanes and alleys; for the establishment
of building lines and building regulations; for prohibiting the
discharge of fire arms, fire crackers, torpedoes, and other ex-
plosives; for preventing swine, cattle, fowls, dogs, or other
animals from running at large on the streets; for granting
franchises, licenses, taxing and regulating occupations and pro-
fessions and all amusements and public exhibitions for the
purpose of raising revenue to meet the current expenses of the
town, as well as for the purpose of the proper protection of the
health, good order and peace of the town; for the suppression
of gambling, vice and immorality; for the apprehending and
punishing of all tramps and vagrants. It may pass also ordi-
nances necessary from time to time to carry out and enforce
the foregoing provisions, and any other lawful ordinance nec-
essary for the health, safety and good government of said town
and to give full force and effect to the powers and authority
conferred on said corporation, and may enforce such ordinance
by providing reasonable fines and penalties.
SEC. 10. And be further enacted, That the Mayor
and Common Council shall have power to levy on or
before the thirtieth day of June for each year, the tax
year commencing with the first day of July, taxes at
such rates as they may find necessary to meet antici-
pated expenses for the coming fiscal year, not to exceed ten
cents on the hundred dollars based on the State and County
assessment for all purposes, and all taxes so levied shall be
