at the last preceding general town election, be submitted as
provided in sub-section (b), Section 22, of this charter or
code.

SEC. 22. And be it further enacted, That for the purpose
of determining whether the citizens of Fairmount Heights de-
sire to incorporate, there shall be held an election within sixty
days from the date of the passage of this Act, and Frank
Coalman, James F. Armstrong, George Washington Steele and
Ulysses Mackall are hereby appointed and constituted a com-
mittee for the purpose of causing to be held said election and
declaring the results thereof. Said committee shall, not less
than ten days before said election, cause to be posted in not
less than five public places within the proposed corporate
limits of said town, a notice to the citizens of said town who
are qualified under this Act to vote, that there will be held
on said day at a certain place within the limits of said town
and between certain hours an election to determine whether
said citizens shall adopt this charter. The said Committee
shall provide ballot boxes, booths and ballots which shall con-
tain the words "For Incorporation" on one line and "Against
Incorporation" on another line, with squares opposite each.
Said election shall be conducted, as nearly as practicable, as
an election for county officers of Prince George's County.
Said committee shall have power to appoint two of its mem-
bers for the purpose of registration of voters, who shall have
all the powers of registration officers for any election in Prince
George's County. Said committee shall appoint three judges
and two clerks who shall act as a Board of Election Super-
visors and conduct said election and upon the closing of said
polls shall canvass said vote publicly and publicly announce
the result of said canvass. Said Board of Election Super-
visors shall have full power to deny a ballot to any applicant
not entitled to vote under the provisions of this Act.

In the event of a majority of said voters being for incorpora-
tion, this charter shall become immediately operative and there-
upon the same committee shall, on the first Monday in May,
1927, or as soon thereafter as practicable, hold an election
for Mayor and Four Councilmen, which election shall be con-

ducted in the same manner and with the same powers as in
the election for incorporation.

SEC. 23. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
