SEC. 6. And be it further enacted, That this Act shall
not become effective until it shall be submitted to the quali-
fied voters of the town of Millington at a special election
to be held in said town on May 7, 1935. There shall be
printed on the ballots to be used at said election, the title
of this Act and underneath said title, on separate lines, a
square or box to the-right of and opposite the words "For
Bond Issue" and a corresponding square or box to the right
of and opposite the words "Against Bond Issue" so that
the voters shall be able to designate by a cross mark in the
proper square or box his or her decision for or against said
Bond Issue. If a majority of the votes cast on said ques-
tion shall be "For Bond Issue" then this Act shall immedi-
ately become effective, but if a majority of the votes cast
thereon shall be "Against Bond Issue" then this Act shall
be null and void and of no effect whatsoever.
SEC. 7. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 75.
AN ACT to repeal and re-enact with amendments Section
66A of Article 15 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Kent County, " sub-title
"Betterton, " as said section was amended by Chapter
150 of the Acts of 1933, extending the time during which
the town of Betterton may borrow money for paying in-
terest and principal of street improvement bonds.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 66A of Article 15 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Kent
County, " sub-title "Betterton, " as said section was amended
by Chapter 150 of the Acts of 1933, be and it is hereby re-
pealed and re-enacted with amendments to read as follows:
66A. Whenever, from time to time, the amount of taxes
