NO. 7.
A Joint Resolution to request the business houses of Baltimore
not to attempt again, to inaugurate day-light saving time in
that City.
WHEREAS, The people of Baltimore by an overwhelming
majority, at the last General State Election, November 4, 1930,
voted down the daylight saving amendment to the city charter;
and
WHEREAS, The observance of both standard and daylight
saving time in Baltimore last summer worked a decided hard-
ship upon those residents of Maryland outside of Baltimore
City who work in Baltimore and who buy and sell in Baltimore
and caused untold confusion; therefore, be it
Resolved, That we, the members of the General Assembly
of Maryland, in regular session assembled, urgently request
that the business houses of Baltimore do not again attempt to
inaugurate daylight saving time in that city.

A Joint Resolution commending the organization of the Amer-
ican Legislators' Association and the Interstate Legislative
Reference Bureau.
WHEREAS, All experienced persons know that in each State,
legislative problems continually increase, both in number and
in complexity; and
WHEREAS, It is obvious that in order to solve such problems
most effectively, each legislature must give systematic, scientific
and business-like consideration to the actual facts which have
a bearing upon each question—to the extent that such facts
have been determined by reliable research; and
WHEREAS, Each legislature must give similar consideration
to the methods and experience of other jurisdictions in dealing
with problems similar to its own; and
WHEREAS, No such problems can be dealt with adequately
until facilities are established to assist every inquiring legis-
