about a fairer and more equitable distribution of the tax bur-
den and reducing substantially the direct taxes on real and
other property.

"That the Commission so appointed shall be required to
report its findings, conclusions and recommendations to the
Governor and to the General Assembly of Maryland of 1933.

"Your Committee further recommends the passage by the
present General Assembly of a joint resolution embodying the
recommendations herein made. "

Now, therefore, be it Resolved, That the Governor be and he
is hereby requested to appoint a Commission of five persons to
examine into and to make a comprehensive survey and study
of the entire taxing system of the State of Maryland, for the
purpose of discovering its deficiencies, if any, and of bringing
about a fairer and more equitable distribution of the tax bur-
den, with a view of reducing substantially the direct taxes on
real and other tangible property; and be it further

Resolved, That said Commission be required to report its
findings, conclusions and recommendations to the Governor
and to the General Assembly of Maryland of 1933, and that
the Governer be requested to submit his recommendations to
said General Assembly of 1933, and in the meantime give such
publicity to the subject as he deems advisable; and be it further

Resolved, That the Governor be requested to provide an
adequate appropriation for the purpose of defraying expenses
incident to such investigation, survey and study.
