The provisions, prohibitions and penalties of the Anno-
tated Code of Maryland, relating to corrupt practices, shall
be applicable to all elections held by virtue of the authority
given in this Article.
289. The President and Commissioners of said town
shall annually designate the hours and place of holding
all elections and give at least ten days' notice thereof by
notices set up at five prominent places in said town; and
at a meeting of said board prior to the third Monday in
March in each year shall appoint one or more persons to
act as judge or judges of said election, who before acting
as such shall qualify in the same manner as judges of elec-
tion for State and county officers in said county are
required to qualify, before a justice of the peace of said
county, and shall open the polls at eight o'clock A. M.
on the third Monday in March in each year, or the day of
any Special election, or elections authorized by law, and
close the same at seven o'clock P. M.; and the said
President and Commissioners shall also appoint at said
meeting one or more persons to act as clerk of said elec-
tion, who shall qualify in like manner as a person so as
aforesaid appointed as judge; and the person voted for
President as aforesaid at said election, who shall receive
the highest number of votes shall be president as afore-
said, and the persons in number according to Section 288
voted for at said election for Commissioners for said town
who shall, respectively, receive the highest number of
votes, shall be Commissioners as aforesaid.
291. If at the election to be held on the third Monday
of March, 1939, it shall appear that less than two
of said officers have been elected, then the board as now
constituted and functioning, or any three of them,
shall proclaim a new election,. giving at least five days'
public notice thereof, posted as aforesaid; in case of the
failure to elect four Commissioners on the third Monday
of March, 1939, the division into classes prescribed in
Section 288 as aforesaid, shall not take place until after
the vacancies are filled; and, should a vacancy arise in
any of said offices because of the death, resignation,
refusal to qualify, removal or otherwise of the persons-
elected to fill them, the said board shall proclaim a new
election to fill the same, giving at least five days' notice
thereof.
SEC. 2. And be it further enacted, That all laws and
parts of laws inconsistent with this Act be and the same-
are hereby repealed to the extent of such inconsistency.
