year, as the Board may determine. Other members of the
Board shall receive no salary for their services, but shall be
paid for necessary expenses incident to the performance of
their duties.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary (or the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to add two new sections to the Montgomery County
Code (1939 Edition)—being Article 16 of the Code of Public
Local Laws of Maryland, title "Montgomery County", sub-
title "County Commissioners and Treasurer", said new sec-
tions to be known as Sections 238A and 238B, to follow
immediately after Section 238 of said Article, and to be
under the new sub-heading "Property"; authorizing the
County Commissioners of Montgomery County to sell the
County Building located at Silver Spring when such prop-
erty is no longer needed for public purposes and to use the
proceeds from said sale for the purchase of a site or building
to be used as a public building.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sections be and they are hereby added to
the Montgomery County Code (1939 Edition—being Article 16
of the Code of Public Local Laws of Maryland), title "Mont-
gomery County", sub-title "County Commissioners and Treas-
urer", said new sections to be known as Sections 238A and
238B, to follow immediately after Section 238 of said Article,
and to be under the new sub-heading "Property", and to read
as follows:
PROPERTY.
238A. The Board of County Commissioners of Montgomery
County is hereby authorized whenever in their opinion the
County Building located at Silver Spring, Maryland, is no
