of this sub-title, as shall implement this sub-title. Such rules and
regulations may be amended from time to time.

(b) A copy of the rules and regulations shall be kept on file in
the office of the County Commissioners, for public instruction and
inspection.

63-I. There shall be appointed by the County Commissioners a
Civil Service Board composed of three persons,
ONE OF WHOM
SHALL BE A MEMBER OF THAT POLITICAL PARTY, WHICH,
AT THE LAST PRECEDING GENERAL ELECTION IN ALLE-
GANY COUNTY, POLLED THE SECOND HIGHEST NUMBER
OF VOTES IN THE AGGREGATE FOR THE SEVERAL OFFICES
OF COUNTY COMMISSIONER THEREIN who shall be residents
of Allegany County for a period of five years next preceding their
appointment. There shall be appointed by the Commissioners three
persons on June 1, 1957, who shall serve temporarily as the Civil
Service Board until the first meeting of the County Commissioners
in April of 1959. At that time the Commissioners shall appoint three
persons to said Civil Service Board, one of whom shall be appointed
for a term of six years and shall be designated as the Chairman of
the Board. Another person shall be appointed to said Board for a
term of four years, and a third person for a term of two years. There-
after the term of office of members of the Board shall be six years.
The Civil Service Board shall meet at least once monthly and more
often if deemed necessary, on the first Tuesday
WEDNESDAY of
each month, in the Court House in rooms to be designated by the
County Commissioners. The salary of the members of the Board shall
be three hundred dollars ($300.00) annually. The County Commis-
sioners shall designate a person to act as Secretary for the Civil
Service Board and shall determine his compensation.

The Civil Service Board shall advertise as may be necessary for
employment in the Classified Service of Allegany County. It shall
prepare, conduct and grade all examinations given under this sub-
title and from the said examinations for any position, the Civil
Service Board shall certify to the executive head of the department,
institution, office or agency
COUNTY COMMISSIONERS a list of
five persons for the said position from which the appointment shall
be made.

SEC. 2. AND BE IT FURTHER ENACTED, THAT SECTIONS
2 AND 66 OF SAID CODE OF PUBLIC LOCAL LAWS OF ALLE-
GANY COUNTY, SUB-TITLES "ALMSHOUSES" AND "COUNTY
COMMISSIONERS", BE AND THE SAME ARE HEREBY RE-
PEALED AND RE-ENACTED, WITH AMENDMENTS, AND
THAT SECTIONS 73 AND 74 OF SAID CODE OF PUBLIC
LOCAL LAWS, SUB-TITLE "COUNTY COMMISSIONERS", BE
AND THE SAME ARE HEREBY REPEALED AND A NEW
SECTION 73 ENACTED IN LIEU THEREOF TO STAND IN THE
PLACE OF THE SECTIONS SO REPEALED, TO READ AS
FOLLOWS:

2. THE SAID COUNTY COMMISSIONERS SHALL HAVE
GENERAL SUPERVISION OVER THE SAID ALMSHOUSE AND
GROUNDS THERETO ATTACHED, AND OVER THE INMATES
THEREOF, AND MAY PRESCRIBE AND DESIGNATE WHO
SHALL BECOME INMATES THEREOF, AND THE MANNER
