Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 19 (a) and (q) of Article 95A of the Annotated Code of
Maryland (1951 Edition), title "Unemployment Insurance Law", sub-
title "Definitions", be and it is hereby repealed and re-enacted with
amendments, to read as follows:

19. (a) "Base period" means the first four of the last five COM-
PLETED CALENDAR quarters immediately preceding the com-
mencement of the benefit year as defined in Section 19 (q) of this Act.
[twelve-consecutive-month period ending December 31, immediately
preceding the first day of a benefit year].

19. (q) "Benefit year" means the period of one year beginning

with the first day a valid claim is filed and continuing for 364 there-

after [twelve consecutive month period ending March 31]. , WITH
RESPECT TO ANY INDIVIDUAL, MEANS THE ONE-YEAR
PERIOD BEGINNING WITH THE FIRST DAY OF THE FIRST
WEEK WITH RESPECT TO WHICH THE INDIVIDUAL FIRST
FILES A CLAIM FOR BENEFITS IN ACCORDANCE WITH THE
PROVISIONS OF THIS ACT, AND THEREAFTER THE ONE-
YEAR PERIOD BEGINNING WITH THE FIRST DAY OF THE
FIRST WEEK WITH RESPECT TO WHICH THE INDIVIDUAL
NEXT FILES A CLAIM FOR BENEFITS AFTER THE TERMI-
NATION OF HIS LAST PRECEDING BENEFIT YEAR, PRO-
VIDED THAT AT THE TIME OF FILING SUCH A CLAIM THE
INDIVIDUAL HAS BEEN PAID THE WAGES FOR COVERED
EMPLOYMENT REQUIRED UNDER THE PROVISIONS OF
THIS ACT.

Sec. 2. And be it further enacted, That this Act shall take effect

June 1, 1957.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION OF
THE PUBLIC HEALTH AND SAFETY AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE, SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY OF MARYLAND,
THE SAME SHALL TAKE EFFECT FROM APRIL 1, 1957.
