by yea and nay votes, supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, this Act
shall take effect from the date of its passage.

CHAPTER 5
(House Bill 27)
AN ACT to provide for a per diem payment to cover compensation
and reimbursement of expenses to delegates to the Constitutional
Convention called pursuant to Chapter 500 of the Acts of the Gen-
eral Assembly of 1966.
Section 1. Be it enacted by the General Assembly of Maryland,
That each delegate to the Constitutional Convention convened pursu-
ant to Chapter 500 of the Acts of the General Assembly of 1966 shall
receive a per diem payment of $50 THE SUM OF $25 FOR EACH
DAY to cover compensation and reimbursement of expenses for each
day's actual WORKING DAY IN attendance upon the sessions of the
Convention or meetings of authorized committees or subcommittees
thereof occurring on or after September 12, 1967, but shall not receive
any payment to cover either compensation or reimbursement of ex-
penses in attending sessions of the Convention or meetings of com-
mittees or subcommittees thereof prior to said date. ON OR AFTER
SEPTEMBER 12, 1967, AND $2,000 FLAT SALARY WITH A DE-
DUCTION OF $15 FOR EACH DAY OF UNEXCUSED ABSENCE
FROM THE SESSIONS OF THE CONVENTION OR MEETINGS
OF AUTHORIZED COMMITTEES OR SUBCOMMITTEES
THEREOF AS DETERMINED BY THE RULES OF THE CON-
VENTION. In no event shall the total of all per diem payments to a
delegate exceed the sum of $4,500.
Sec. 2. And be it further enacted, That this Act shall take effect
on June 1, 1967. IS HEREBY DECLARED TO BE AN EMER-
GENCY MEASURE AND NECESSARY FOR THE IMMEDIATE
PRESERVATION OF THE PUBLIC HEALTH AND SAFETY
AND HAVING PASSED BY A YEA AND NAY VOTE SUP-
PORTED BY THREE-FIFTHS OF ALL THE MEMBERS
ELECTED TO EACH OF THE TWO HOUSES OF THE GENERAL
ASSEMBLY, THE SAME SHALL TAKE EFFECT FROM THE
DATE OF ITS PASSAGE.
