(Senate Joint Resolution 28)
Senate Joint Resolution requesting the appointment of a commis-
sion to study the problem of furnishing the courts with alterna-
tives for disposition of cases involving YOUNG offenders between
the ages of eighteen and twenty-five. WHO DO NOT FALL
WITHIN THE CATEGORY OF JUVENILES.
The Maryland General Assembly has recently enacted legislation
to deal with juvenile offenders by providing alternative methods
to be followed in the disposition of their cases to take full effect
by 1972.
However, the juvenile offender by statute is one who has not at-
tained the age of eighteen, and there is a group of YOUNG
offenders who thereby fall into the category of adults.
These offenders may, under the present law, be dealt with by re-
ceiving probation, suspended sentences, or sentencing for a definite
term to the custody of the Commissioner of Correctional Services
for incarceration.
It is believed by many people that the THIS group of YOUNG
offenders between eighteen and twenty-five WHO DO NOT FALL
WITHIN THE CATEGORY OF JUVENILES should be dealt with
in some other manner than presently, as this group by virtue of
age, and, in most cases, because of fewer conflicts with the law, are
most probably amenable to rehabilitation.
In order to properly deal with this group of young adults, some
alternatives to present methods of disposition must be developed,
possibly similar to those contemplated for juveniles; now, therefore,
be it
Resolved by the General Assembly of Maryland, That the Gover-
nor, the President of the Senate, and the Speaker of the House
of Delegates be requested to appoint a Commission to study possible
alternatives for dealing with YOUNG offenders between the ages
of eighteen and twenty-five; WHO DO NOT FALL WITHIN
THE CATEGORY OF JUVENILES; and be it further
Resolved, That copies of this Resolution be sent to the Governor,
the President of the Senate, and the Speaker of the House of Dele-
gates.

Senate Joint Resolution that the County Commissioners of Harford
County seek the cooperation of the Baltimore Gas and Electric
Company in making the Sod Run area of the Bush River a public
recreational area.
Whereas, in large measure due to the presence of military installa-
tions within Harford County, the county suffers from a lack of
natural bathing beach frontage along its waterfront areas; and
