qualified electors voting on the issue approve the bond issue, the ordinance
authorizing the issuance of bonds shall take effect immediately. Pro-
vided, however, that any ordinance authorizing a bond issue for the pur-
pose of providing a public improvement[, more than half the cost of
which is to be assessed against abutting or benefiting property,] shall
not be required to be submitted to referendum but shall become effective
ten (10) days after passage if the ordinance provides for the payment of
half the cost or more of principal and interest from monies anticipated to
be realized from the levying of special assessments or the levying of a tax
upon property lying within a duly created special taxing district even
though the full faith and credit of the city may be pledged to the redemp-
tion of such bonds as well as such special assessments and taxes.
Section 2. BE IT FURTHER RESOLVED that the date of the adop-
tion of the Resolution is April 5, 1971 and that the amendment to the
Charter of the City of Greenbelt, hereby proposed by its enactment, shall
be and become effective on May 25, 1971 unless a proper petition for a
referendum hereon shall be filed as permitted by law. A complete and
exact copy of the Resolution shall be posted in the City office until May 15,
1971 and a copy of the title of this Resolution shall be published in a news-
paper of general circulation in the City of Greenbelt not less than four (4)
times at weekly intervals before May 15, 1971.
Section 3. BE IT FURTHER RESOLVED that as soon as the char-
ter amendment hereby enacted shall become effective, either as herein
provided or following a referendum, the City Manager shall send separately,
by registered mail to the Secretary of the State of Maryland, to the De-
partment of Legislative Reference, the following information concerning
the Charter Amendment; (1) the complete text of this Resolution; (2)
the date of the referendum election, if any, held with respect thereto; (3)
the number of votes cast for and against the question contained in the
charter amendment, whether by the Council of the City of Greenbelt or in
a referendum; and (4) the effective date of the Charter amendment.
Section 4. AND BE IT FURTHER RESOLVED that the City Man-
ager of the City of Greenbelt be, and he is specifically enjoined and in-
structed to carry out the provisions of Section 2 and 3 as evidence of com-
pliance herewith, the said City Manager shall cause to be affixed to the
minutes of this meeting (1) an appropriate certificate of publication of
the newspaper in which the title of this Resolution shall have been pub-
lished; and (2) return receipts of the mailing referred to in Section 3,
and shall further complete and execute the Certificate of Effect attached
hereto.
