RECOMMENDED CHANGES AND ADDITIONS
TO THE CHARTER OF THE TOWN OF RlVERDALE

Section 63-13. Mayor and Council; qualifications.
The governmental functions of said town shall be vested in a Mayor
and six Councilmen [who shall serve without compensation], all of whom
shall be at least twenty-five years of age and shall have resided within
the corporate limits of said town at least two years prior to election, and
each of whom shall be assessed on the books of said town for at least
[$100.00] $1,000.00.
Section 63-14. Voters; qualifications.
All citizens of the United States above the age of [twenty-one]
eighteen years who shall have resided within the corporate limits of said
town for at least one year prior to any election shall be qualified to vote
for all elective officers of said town, and the Judges of Election hereinafter
provided for shall be the sole [judges] judge of the right of any person to
vote at any town election; provided, however, that in the election of Coun-
cilmen only those citizens above the age of [twenty-one] eighteen years
who shall reside within the limits of the ward which said Councilman
shall represent shall be qualified to vote for any such Councilman.
Section 63-15. Procedure.
The election for all elective officers shall be held on the first Monday
in May at a place or places to be designated by the Mayor and Common
Council, and notices of such designation must be posted in three public
places at least ten days before said election. Such polling places shall re-
main open from 8 to 10 o'clock A.M. and from 3 to 7 o'clock P.M., or longer,
at the discretion of the Mayor and Common Council. [Such election shall
be conducted by three judges and two clerks to be appointed by the Mayor
and Common Council annually,] Such election shall be conducted by a
sufficient number of judges and clerks as may be deemed necessary by the
Mayor and Common Council. Such judges and clerks shall be appointed an-
nually by the Mayor and Common Council, and shall take the oath pre-
scribed herein for town officers. Suitable ballot boxes and [polling places]
/or voting machines shall be provided by the Mayor and Common Council.
[Immediately upon the closing of the polls the ballots shall be publicly
counted and the said judges shall make a true and correct return of the
votes so cast, shall seal the same, and shall within two days thereafter re-
turn the same to the Mayor and Common Council or the Clerk thereof.
Within ten days after said election the Mayor and Common Council shall
meet and canvass the said returns and shall declare those persons receiving
the highest number of votes for the respective offices voted upon elected,
and shall record a copy thereof among their proceedings.] Immediately
after the closing of the polls, the judges shall determine and record the vote
cast for each candidate and shall seal the ballots and/or machine tallies.
The judges shall immediately present the record of votes cast to the Mayor
and Common Council who shall declare that person or persons elected who
shall have received the highest number of votes for their respective office
or offices. The results shall be recorded in the minutes of the Council. In
the event of a tie vote for any office, there shall be an election on the fourth
