authorized to promulgate rules
and regulations for the imple-
mentation and application of the
formula outlined herein.

Of the amount hereby appro-
priated, funds for Master Plan-
ning Water and Sewage, Rodent
Control, Air Pollution and Solid
Waste Planning shall be appor-
tioned among the several politi-
cal subdivisions in the same
manner as heretofore provided
with respect to the minimum
budget for other General Local
Health Services.
