and
(2) There be no relinquishment or surrender of any
presently vested United States sovereign right, power,
authority, or property, tangible or intangible, except by
treaty authorized by the Congress and duly ratified by
the United States; and
(3) There be no recession to Panama, or other
divestiture of any United States-owned property, tangible
or intangible, without prior authorization by the
Congress (House and Senate), as provided in Article IV,
Section 3, Clause 2 of the United states Constitution;
and be it further
RESOLVED, That the General Assembly of Maryland
requests the Congress of the United States to reject any
encroachment upon the sovereignty of the United States of
America over the Panama Canal and insists that the terms
of the Hay-Bunau-Varilla Treaty of 1903 as subsequently
amended be adhered to and retained; and be it further
RESOLVED, That the Secretary of State of Maryland,
under the Great Seal of this State, send copies of this
Resolution to Richard M. Nixon, President of the United
States; Gerald R. Ford, Vice-President of the United
States; Henry A. Kissinger, Secretary of State; Carl
Albert, Speaker of the House; J. William Fulbright,
Chairman, Senate Foreign Relations Committee; and to each
member of the Maryland Delegation to the Congress of the
United States; and be it further
RESOLVED, That copies of this Resolution be sent to
the presiding officers of the legislatures of the several
states with request for similar action.

Submerged Lands — Leasing
FOR the purpose of suggesting the reexamination of laws
and regulations relating to leasing of submerged
lands under the waters of the State.
WHEREAS, A comprehensive survey of the lands
submerged under waters of the State has not been
