3018 JOINT RESOLUTIONS
the State; and
WHEREAS, The State of Maryland has undertaken an
extensive program to insure the mental health of its
citizens and in connection therewith has established the
Department of Health and Mental Hygiene for the purpose
of furnishing assistance, facilities and services to all
persons in the State; and
WHEREAS, It is of critical importance at all times
that the program of assistance and the facilities and
services for securing the mental health of its citizens
be maintained at the maximum level of effectiveness and
greatest level of economy; and
WHEREAS, It is appropriate and necessary for a
periodic professional review and evaluation to be made of
the State's assistance, facilities, and services for the
mentally ill for the purpose of reviewing the program and
its objectives, and the facilities and services so
employed; and
WHEREAS, An objective study and evaluation of this
State's program for the mentally ill should he conducted
by authorities and professionals who are not associated
with the programs on any private or public assistance in
this State; and
WHEREAS, The American Psychiatric Association is
widely recognized throughout the nation as the most
competent authoritative body capable of evaluating the
programs for the mentally ill established by states and
political subdivisions throughout the United States; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the American Psychiatric Association be and it is hereby
requested to undertake a review and evaluation of the
Maryland program for the mentally ill, including it's
objectives, facilities and services; and be it further
RESOLVED, That such sums required therefore be
provided by the State; and be it further
RESOLVED, That copies of this Resolution be sent to
the American Psychiatric Association.
