specifically enjoined and instructed to carry out the
provisions of Section 3 and 4 hereof and as evidence of
compliance herewith the Mayor shall cause to be affixed
to the minutes of the meeting in which this Charter
Amendment shall have been adopted (1) appropriate
certification of publication of the newspaper in which
this Resolution shall have been published, and (2) the
return receipts of the mailing referred to in Section 4.

Charter Amendment Resolution No. 1974—1
Resolution of the Town of University Park adopted
pursuant to the Authority of Article XI—E of the
Constitution of Maryland and Section 13 of Article 23A of
the Annotated Code of Maryland (subtitled "HomeRule") to
amend the Charter of the Town of University Park, said
charter being Chapter 81 of the Code of Public Local Laws
of Prince George's County, Maryland, (1963 edition) and
containing in whole or in part the Charter of the Town of
University Park, by: 1. Repealing and re-enacting
Section 81-15 Title "Ordinances" to provide for
publication and posting of Town ordinances before they
become effective; to specify certain areas in which
Council will pass ordinances; to provide the Mayor and
Common Council with authority to pass ordinances
containing provisions for the assessment of penalties of
up to $100 and/or 90 days in jail (Article 23A, Section
3, Annotated Code of Maryland); to provide for the
issuance of warrants and powers of arrest by authorized
officials of Prince George's County as well as Town
authorities; to provide for the jailing of offenders in
County facilities; and to establish certain procedures
relating to the passage of ordinances; and, 2. Repealing
the text and title of Section 81—26 Title "Referenda on
ordinances" and re—enacting the text and title as a part
of the amended Section 81—15, leaving said Section 81—26
open, subject to a later amendment.
Section 1. BE IT RESOLVED AND ORDAINED by the
Council of the Town of University Park, Maryland, that
the Charter of University Park, said charter being
Chapter 81 of the Code of Public Local Laws of Maryland
(1963 edition) and containing in whole or in part the
