AN ACT concerning
Baltimore City — Police Commissioner
FOR the purpose of providing that the Police Commissioner
of Baltimore City be appointed by the Mayor of
Baltimore City; providing for the term of the
present incumbent; relating generally to the Police
Commissioner of Baltimore City; and clarifying the
language.
BY repealing and reenacting, with amendments,
The Public Local Laws of Baltimore City
Sections 16-5, 16—6, and 16—9
Article 4 — Public Local Laws of Maryland
(1969 Edition, as amended)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 16-5, 16-6, and 16-9 of the
Public Local Laws of Baltimore City, being Article '4 of
the Code of Public Local Laws of Maryland (1969 Edition,
as amended) be and they are hereby repealed and
reenacted, with amendments, to read as follows:
Article 4
16-5.
(a) The Police Commissioner of Baltimore City
shall be appointed by the [Governor of Maryland] MAYOR OF
BALTIMORE CITY, SUBJECT TO CONFIRMATION__BY THE CITY
COUNCIL BY A MAJORITY VOTE OF ITS MEMBERS, for a term of
[six] [[FOUR]] six years, the first [such] term to
commence July 1, [1966] 1978, and continue until a
successor is appointed and qualified as herein provided,
but no person [shall be] IS eligible for [such] THE
appointment unless he [shall be] IS a citizen of the
United States, not less than 30 years of age, and [have]
HAS not less than five years' administrative experience
sufficiently broad, responsible and technical to prepare
him to function effectively at the desired level of
police commissioner. In determining and assessing the
qualifications for appointment to the office of police
commissioner, the [Governor] MAYOR shall give full
consideration to the depth, breadth, quality and
importance of pertinent experience, the degree of
progression achieved therein, and in educational subjects
related thereto, and shall further consider evidence of
demonstrated ability to accept and successfully meet
increasing responsibilities, as well as evidence
respecting excellence of character, professional
reputation and employment record. [;and, to] TO assure
selection of the most qualified individual available for
the office, the [Governor] MAYOR may employ any
