subject to approval by the Secretary of Budget and Fiscal
Planning as well as to review by the Committee on
Administrative, Executive and Legislative Review. The
Department of Health and Mental Hygiene is also required
to review the financial condition of each patient in the
State hospitals to determine his ability to pay.
As this new law only took effect on January 1, 1976,
I see no reason at this point to superimpose upon the
existing process of rate review the procedures and
requirements of the Health Services Cost Review
Commission which is already quite busy performing its
primary function of regulating the otherwise unregulated
rates of private hospitals.
For these reasons, I have vetoed House Bill 1340.

FOR the purpose of providing an individualized plan of
care, including training and appropriate therapy and
recreation for certain patients , subject to
budgetary restrictions,; and requiring that the
Director of Mental Retardation issue certain
directives.
