JOINT RESOLUTIONS
Garden Clubs of Maryland in the promotion, planning
and development of Helen Avalynne Tawes Garden.
WHEREAS, District II of the Federated Garden Clubs
of Maryland has promoted the beautification of the Rowe
Boulevard entrance to Annapolis and as a continuation of
that effort the Federated Garden Clubs have also promoted
the development of a "garden for the handicapped" within
the park located around the Natural Resources and Courts
of Appeal Buildings; and WHEREAS, The State Departments of Natural Resources
and General Services along with the Judiciary have
supported the Garden Clubs' efforts to develop the garden
and complete the park around the Natural Resources and
Courts of Appeal Buildings; and WHEREAS, The Departments of Natural Resources and
General Services have prepared a plan to develop an
interpretive garden and arboretum containing plant life
characteristic of the State of Maryland and display it in
such a way that it could be interpreted to all visitors
with special emphasis on barrier-free site design for
handicapped visitors; and WHEREAS, On October 1, 1975, the Board of Public
Works, responding to the recommendation of the
Departments of Natural Resources and General Services,
and District II of the Federated Garden Clubs of
Maryland, approved naming this garden in honor of Helen
Avalynne Tawes, wife of former Governor J. Millard Tawes;
and WHEREAS, District II of the Federated Garden Clubs
of Maryland has conducted a Statewide fund raising
campaign to assist the State in developing the Helen
Avalynne Tawes Garden; and WHEREAS, Both the Departments of Natural Resources
and General Services have begun to implement a plan on a
volunteer—force account effort to construct the garden
and complete the park; now, therefore, be it RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Department of Natural Resources send a letter of
appreciation to the Federated Garden Clubs of Maryland
expressing the deep gratitude of the citizens of the
State of Maryland for the support and the assistance the
Garden Clubs have given in the promotion, planning and
development of Helen Avalynne Tawes Garden; and be it
further RESOLVED, That copies of this Resolution be sent to
