vide funds to the Board of
Public Works. These funds
are to be used for supple-
menting appropriations in
the budget for Fiscal Year
1978 where it is found that
the regular appropriations
are insufficient for the
operating expenses of the
Government beyond those
which are contemplated at
the time of the appropria-
tion of the budget for this
Fiscal Year, or for any
other contingencies which
might arise within State or
other governmental agencies,
or as provided by law,
during the Fiscal Year for
which adequate provision has
not been made in this
budget.
