A House Joint Resolution concerning
Hospital Regulations
FOR the purpose of requesting the Governor Legislative
Policy Committee to establish a commission to review
all State lavs and regulations, other than those
directly relating to cost, with which hospitals are
required to comply; specifying the membership of the
commission; specifying the source of secretarial and
support services for the commission; requiring the
commission to prepare a report and recommendations for
the General Assembly by a certain date; and specifying
to whom the Resolution shall be sent.
WHEREAS, Hospitals in Maryland are required to comply
with numerous regulations;
WHEREAS, The efficiency of operation is impaired when
excessive staff time must be devoted to responding to
requests for data concerning various hospital activities;
and
WHEREAS, The same data is collected by different State
agencies for various purposes; and
WHEREAS, Responding to duplicate or unnecessary
requests needlessly increases the work load of hospitals'
administrative staff; and
WHEREAS, The Health Services Cost Review Commission has
demonstrated expertise in overseeing the regulations
involving the cost of health care; and
WHEREAS, A more efficient approach to the collection
and distribution of data required from hospitals and a
comprehensive review of all regulations under which
hospitals operate would aid in the delivery of high quality
health care; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor Legislative Policy Committee is requested to
establish a commission to review all laws and regulations,
other than those relating directly to the cost of care,
with which hospitals are required to comply; and be it
further
RESOLVED, That this commission shall consist of one
member of the House of Delegates appointed by the Speaker of
the House, one member of the Senate appointed by the
President of the Senate, and the following persons who
should be appointed by the Governor: four persons with
expertise in hospital regulations employed by the Department
of Health and Mental Hygiene, a representative from the
Medical and Chirurgical Faculty of the State of Maryland, a
representative from the Maryland Hospital Association, a
