WHEREAS, Patients with varying degrees of mental
illness are being integrated into the respective regional
buildings at Spring Grove Hospital Center; and
WHEREAS, The speedy recovery of those acutely mentally
ill patients in regional buildings might be better promoted
by a reorganization of study of the type of acute admissions
policy at that facility; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor Legislative Policy Committee is requested to
establish a commission to study the reorganization type of
regional acute admissions policy at Spring Grove Hospital
Center; and be it further
RESOLVED, That the commission shall be composed of nine
members, two of whom shall be members of the Senate
appointed by the President of the Senate, two of whom shall
be members of the House of Delegates appointed by the
Speaker of the House, two representatives of the Department
of Health and Mental Hygiene, one representative of the
Maryland Association for Mental Health, one representative
from the Citizens Advisory Board for Spring Grove Hospital
Center, and one consumer member selected from the general
public, all of whom are appointed by the Governor; and be it
further
RESOLVED, That the members of the commission be
appointed no later than July 31, 1979; and be it further
RESOLVED, That the Department of Legislative Reference
provide staff and secretarial assistance for the commission;
and be it further
RESOLVED, That the commission shall examine regional
acute admission policies at Spring Grove Hospital Center and
consider the reorganization of regional acute admission
policies at that facility; and be it further
RESOLVED, That the commission shall make a report to
the Governor and the General Assembly Legislative Policy
Committee no later than December 31, 1979; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
Benjamin L. Cardin, Speaker of the House of Delegates; the
Honorable James Clark, Jr., President of the Senate; Charles
R. Buck, Jr., Secretary of Health and Mental Hygiene, 201 W.
Preston Street, Baltimore, Maryland 21201; and John Lobe,
Chairman, Citizens Advisory Board for Spring Grove Hospital
Center, Catonsville, Maryland 21228.
