providing for certain definitions; and clarifying
language; and providing for the automatic termination

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1698.
This bill authorizes the Washington Suburban Sanitary
Commission to establish by resolution a mandatory minority
business utilization policy for contracts awarded by
competitive bidding procedure.
Senate Bill 792, which was enacted by the General
Assembly and signed by me on May 29, 1979, accomplishes the
same purpose.
Therefore it is unnecessary for me to sign House Bill
1698.

Commission with the St. Mary's County Children's

Council, appoint the members, furnish office space,
