SECTION 4. AND BE IT FURTHER ENACTED, That, for Fiscal
Year 1983 only, $75,000 of the amount appropriated to the
Maryland State Firemen's Association may be used for the
purposes contained in Article 38A, Section 46A of the Code
as enacted by Section 3 of this Act.
SECTION 5. AND BE IT FURTHER ENACTED, That the
provisions of Article 38A, Section 46 of the Code as enacted
by Section 3 of this Act shall be of no effect and may not
be enforced after June 30, 1984.
SECTION 6. AND BE IT FURTHER ENACTED, That the
Department of Budget and Fiscal Planning shall report to the
General Assembly on or before December 31, 1983 on the
administration and effectiveness of the emergency assistance
trust fund program with recommendations on program
continuation.
SECTION 5 7. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

AN ACT concerning
Health - Environmental
FOR the purpose of adding a new Article to the Annotated
Code of Maryland, to be designated and known as the
"Health - Environmental Article", to revise, restate,
and recodify the laws of this State relating and
pertaining to environmental health matters, including
matters relating to air quality control, to equipment
permits and registration, to fuel variances, to noise
control, to regulation of food, drugs, and cosmetics,
to soft drinks, to milk and milk products, to cold
storage of certain foods, to canneries and frozen food
processors, to crab meat, to frozen desserts, to
tomatoes, to vinegar, to methyl and denatured alcohol,
to shellfish, to chicory, to barbiturates, to certain
methods of selling drugs, medicine, and cosmetics, to
certain poisons, to poison prevention packaging and
child resistant packaging of certain dangerous
substances, to toxic, carcinogenic, and flammable
substances, to lead-based paint, to asbestos, to
